Responsibilities

PRIMARY PURPOSE

Applies advanced engineering expertise to ensure the safe and efficient delivery of rail transportation services for BCRTC assets. Ensures compliance, safety, and reliability by analyzing technical requirements, developing standards, and provides innovative recommendations to support Senior Manager and Principal Engineers. The role investigates failures, manages asset configuration, and represents BCRTC to stakeholders, contributing to positive organizational change and improved engineering practices in a multi-jurisdictional environment.

KEY ACCOUNTABILITIES

Supports defining and developing compliance strategies and provides system assurance.  Develops and refines the technical requirements for asset engineering, management, and maintenance strategy to ensure the reliability, availability, maintainability, and safety of BCRTC assets. Leads the BCRTC safety assurance process, hazard identification and analysis, RAM analysis, and hazard log management.

Provides a superior level of engineering analysis for the Annual Maintenance Plan, Asset Renewal Plan, capital replacement plans, and engineering budget cycles.

Leads the development of engineering standards, policies, and procedures for asset maintenance and capital projects, ensuring alignment with regulations, codes, and industry best practices.

Provides innovative, engineering recommendations for safety, quality assurance, compliance, and asset performance in asset maintenance and capital projects.

Leads the investigation of significant failures to develop robust and reliable solutions.

Creates a framework to improve and introduce new engineering techniques, technologies, and procedures, ensuring BCRTC achieves industry best practices in rail operations and asset maintenance.

Approves technical aspects of high-risk or complex capital and non-capital projects. Provides expert technical knowledge for the creation and approval of technical specifications, recommendations, drawings, and documentation.

Represents BCRTC engineering within the enterprise and with external stakeholders.

Manages asset configuration throughout the entire lifecycle to maximize asset performance and efficiency, considering cost, quality, security, and environmental impact.

Creates opportunities to build strong partnerships and establish trusted, productive, and highly responsive interactions between Engineering and key stakeholders across the enterprise.

Delivers presentations to executives on technical risks and impacts, along with recommendations, to inform BCRTC maintenance and operational decisions.

Provides work direction and mentorship to team members while managing reporting staff, including selection, development, coaching, performance management, and assignment/review of work. Leads initiatives to foster positive organizational change by promoting transparency, respect, inclusivity, creativity, innovation, and team cohesion.

Qualifications

EDUCATION AND EXPERIENCE

The competencies of this position would be acquired through completion of a degree in Engineering or a required discipline, registered as a Professional Engineer with EGBC, plus ten (10) years of senior level engineering experience, preferably within railway infrastructure, systems and/or rolling stock environment.

OTHER REQUIREMENTS

Advanced leadership skills to manage reporting staff and oversee people management practices in reporting areas within a unionized environment.

This role requires expert knowledge of the principles, theories, and practices in the designated engineering discipline, as well as expertise in relevant standards, legislation, acts, and regulatory requirements for transit, rolling stock, and rail infrastructure.

Advanced knowledge of railway operation and maintenance practices, including configuration control, is essential.
The candidate should possess superb analytical thinking, problem-solving skills, and the ability to resolve critical technical issues.

Additionally, advanced skills in creating technical reports, standards, procedures, specifications, method statements, risk assessments, FMECA, and technical drawings are necessary.

The role also demands advanced knowledge of project management principles, time management skills for coordinating concurrent activities, and excellent communication and interpersonal skills to build and maintain relationships with internal and external stakeholders, achieving consensus between groups.

Knowledge of industry standards in safety assurance, hazard analysis, and RAM analysis, as well as awareness of emerging engineering techniques and technologies, is expected.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Rate of Pay

The salary for this position ranges from  $107,200 – $160,800per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
